Example of an attitude would be an enduring feeling that government should be small. An expression of that attitude would be to say that government should cut taxes and cut public services. Take polls to try and get an estimate of what the populations attitudes and opinions are. Voting/elections are primary way to indicate where you stand and what you believe or support. Election results are aggregate opinion of who public thinks should be in of ce out of the choices (in theory) With citizens united decision the argument has been made that money = speech.
