Parliament refused to leave the building, yeltsin used the army to end the rebellion of the parliament. It gave yeltsin room to implement his new constitution and rules: big part of the public was against the measures that yeltsin wanted to implement. Yeltsin was in 1991 the symbol of protection of the parliament and democracy, but now in 1993 he attacked the parliament and maybe even the democracy.
