Lack of laws or regulations created a unique and permissive environment for the growth of the sex business. A few counties in nevada have legalized prostitution but none in recent decades. 1980-2009 sexual exploitation and violence against women and girls were integrated into the economic development of rhode island"s urban areas. Lack of laws controlling prostitution impeded police from investigating/stopping serious crimes and prevented officials from arresting pimps, traffickers and sex buyers. Luis cdebaca: decriminalized protitution created a zone of impunity in which police couldn"t go and where traffickers could exploit their prey". With increased awareness, momentum grew for legal reform to prohibit prostitution, sex trafficking and the employment of underage teens in sex businesses. In 2009 the rhode island general assembly passed three unprecedented laws to end these practices. 1980-2009 engaging in prostitution in an indoor location was decriminalized and unregulated.
