A multiplicity of actors interrelates with one another via a myriad of channels. There are three main sets of eu policy actors: those associated with the eu institutions: those with the governments of the member states, those with euro-level and: national-level non-institutional and non-governmental interests. Roles can differ considerably according to circumstances: an actor may be anxious to play an active role and may have the power legal and/or political to do so.
