Intergovernmentalism: member states operating mainly through their governments cooperate with one another on matters of common interest; national sovereignty is not directly undermined. Supranationalism: states work with one another in a manner that does not allow them to retain complete control over developments: do not have the power to stop decisions; involves some loss of national sovereignty. Eu is sui generis one of its kind. Supranational orientation in the 60s until de gaulle and luxembourg compromise in 66 imposition of intergovernmentalism. Ep and commission were contained, unanimous agreements by the council. Intergovernmentalism emphasised in 70s with enlargements: although rise of supranationalism of eu through treaties. Interdependence and intergovernmentalism had led to inaction, stagnation and sclerosis. Decisions over general direction and priorities taken by the council (national representatives) and by consensus if national interests are at stake.
