Administrative bodies perform public duties and exercise certain power they must be administrative authorities and civil servants. In making use of this power, the administrative authorities are guided and bound by procedural rules and substantive requirements that serve to protect the interests of all parties concerned. The organization of administrative executives differ from country to country. Administrative tasks and competences are divided between several layers of administrative authorities within a national state: many tasks, however, are also performed by european and national authorities referred as multilayer governance. Public principle: rule of law and legality principle. Administration is, at all times, bound by the law: the allocation and execution of powers are regulated by law, and the administration must refrain from violating the law, including the basic rights of individuals. A special requirement of the rule of law is legality principle. Rationale of the general principles: preventing abuse of discretionary power.
