Many nobles did not want their serfs freed: many catholics were not happy with religious toleration. Like prussia"s social structure because it supported the army. Nobleman=officers, peasants=soldiers, towns=funding: russia: catherine (the great) 1762-1796, great reputation among enlightened writers, began many reforms, gathered information, codified laws, restricted torture, reformed the bureaucracy.
