Economic doctrines: post 1848 labor ideologies are anti-liberal, anti-uneqyal economic outcomes, women thought delicate and unable to understand political issues. Would vote as fathers, brothers, husbands, priests told them to do so. It is a threat to liberal government: voting is usually oral not written. The rural voters voted for people who favored a restoration of the monarchy. 1797, 1799, 1848, 1870: german empire: if you pay more than a certain amount of taxes you get more votes. 1871: spain: 1890- there were labor union troubles, austria-hungary 1907-1908- nationalists were agitating for self governing. They got the right to vote: italy 1912- there was labor in the industrial cities- could pass legislation but rather just let them vote. Southern italy was solidly conservative so they didn"t have a worry that their votes really affecting it all that much: manipulation of elections.
