D. ) johnson and the south"s reaction: anything johnson does, congress override, congress begins to control reconstruction, presidential reconstruction is null and void, we are going to start over, repubs in congress, radical repubs: When bill is due, they still have to pay interest though. they now are in debt extra expensive. End of reconstruction- when all republican governments fall (1877)
