Wanted a rewrite of articles of confederation: one of first decisions was to have george washington preside over constitutional convention. Basically threw away the articles of confederation: separated power between three branches, with states retaining some power themselves. Building an army: legislation, new constitution stated congress would oversee budgets of military and would collect taxes to support both. (article 1) didn"t state how large or where it would be stationed. Regulated ability to use state militia in national conflicts. Mainly believed to been inserted to keep militia around: third amendment prohibited quartering troops in civilian"s homes, people believed having oceans as barrier no outside threats would be faced. However, several internal and external battles incited a relook at our set plans: new political parties immediately got into disagreements about how military should be controlled. Republicans (thomas jefferson and madison) were weary of a strong centralized government.
