Building an army: legislation, new constitution stated congress would oversee budgets of military and would collect taxes to support both. Mainly believed to been inserted to keep militia around: third amendment prohibited quartering troops in civilian"s homes, people believed having oceans as barrier no outside threats would be faced. However, several internal and external battles incited a relook at our set plans: new political parties immediately got into disagreements about how military should be controlled. Republicans (thomas jefferson and madison) were weary of a strong centralized government.
