Structure of the courts: lowest courts- district courts, federal district courts, there are numerous district courts in each state, 3 in louisiana. Circuits have to follow what the supreme courts sets. Sometimes they look to other circuits for guidance. Conflict between circuits- unconstitutional issues higher the chances that the supreme court get involved. Article iii court there shall be one supreme court in the us. Also allow other courts deemed necessary but those are lower so they have to follow the supreme. Once they rule on a case we cant appeal another decision to any other court. 3 elements required for supreme court to review state court ruling: It becomes a federal issue and it becomes a central issue. Judicial review clarified that court had to have those powers to say whether or not. State rulings: we can"t magically have the state rulings to the supreme court.
