Document Summary

[our congress compared with other legislative bodies such as parliament: members of congress have much more power. In the other systems members only have the choice to vote with their party or not. If they vote against their party they won"t be reelected. ] Practical: the great compromise moved constitutional proceedings forward by resolving the debate between small and large states. Philosophical: afraid of creating too powerful of a central government; creating two chambers decentralizes and disperses power- the house can check the senate and vice- versa. We do the census every 10 years to see where the population has moved, grown, or declined. Some states have employed bipartisan commissions to take politics out of it and make the process fairer. Some say that our representatives our representing too many people now. Representatives serve two-year terms: every two years, all 435 members of the house are up for reelection.
