(could also be lake) Appropriation (water usage): can be awarded to cites, individuals or the government. When you get your appropriation depends on when you get your water if scarce. You have 2 years to make a diversion once receiving appropriation. otherwise taken away. Diversions destroy a rivers purpose. as absorbs into the ground .
