People leaving communist east berlin for west berlin. All of the east german people are kept from leaving, leaders sensitive to embarrassment of people fleeting. Cubans ally with soviet union, ussr deploys nuclear weapons on cuban ground, proximity to us problematic, 90 miles from coast.
