The separation of powers and the institutions of the federal government. Each department should have a will of its own. All appointments should be from the same fountain of authority. Each department should depend on the others as little as possible. Ambition must be made to counteract ambition. Must enable govt to control itself and those it is governing. Each should have separate and different modes of election. Republic needs to guard factions against each other. The larger the society, the more capable it is of self govt. A vigorous executive isn"t consistent with democracy. A feeble executive implies a feeble execution of govt . Energy in executive=: unity, duration, support, competent powers. Safety=: due dependence on people, due responsibility. Unity can be destroyed if there is more than one magistrate or by giving all of the power to one man. 2 people=> differences of opinion: weakens authority, split community into factions.
