Revolutions in italy and greece=> tyranny and anarchy: where we got the idea of democracies/ republics. The science of politics has received great improvement : more understood, development of idea of separation of powers. A confederacy is not a new idea. States in us can"t compare to what montesquieu observed for necessity of contracted territory for a republican government: if we followed his ideas we would either be a monarchy or a bunch of small groups. Montesquieu treats confederate republic as a way of expanding sphere of government but can still have the advantages of a monarchy. He thinks it would be good for smaller states to become a part of a larger one: a republic like this is able to withstand outside force. If a rebellion happens in one state=> then other states can help.
