Idea of citizenship began to evolve over time. Race and white supremacy becomes a determining factor of citizenship. Institutionalized: plessy v ferguson, police brutality, naturalization act of 1790. Newspapers lattered the poor whites and ignored the negro except in crime and ridicule -dubois. Negro was a subject to public insult. Negros were afraid to build homes or dress well etc.
