How do we reduce emissions from power plants to reduce environmental costs. One emission credit" allowed a plant to emit one ton of emissions. Lobbyists, lawyers, consultants, etc. from all of the power companies were waiting outside the room to hear the result of the negotiations. Every hour or so, a staffer would walk out of the room and get swarmed by people trying to make a case for their companies. Bob schule (former aide to president carter) was there representing ohio edison, a large midwestern company. When another representative from a competing company fell asleep while waiting, someone shouted hey quick! This sums up the lobbying game and how it goes: you snooze, you lose. Lobbying is a core function of government relations.
