Civil wars due to colonial time period. Civil wars= widespread: 70% of wars since wwii have been internal, more common (not increasing in frequency) Generates suffering: 1 mill dead in chinese civil war, 500,000 deaths in very short time in rwanda, famine. U. s. tends to ignore african civil wars. We hear about aleppo but south sudan is on brink of starvation which we never hear about: blocks economic development. Usually spreads to other states and can undermine regional stability: ex: syria. Engages interest of distant powers and international organizations. Policy decisions for how states and org. should deal with civil wars are being reassessed. Armed conflict: one side has to be government. Challenges sovereignty of an internationally recognized state: government power must be fighting internal faction. Occurs within the borders of a state. State is an actor and rebels are an actor. Happen most of time in developing countries. Most common region of civil wars: sub-saharan africa.
