How to promote international peace: realists" perspective: keep a balance of power between states, liberalists" perspective: foster cooperation between states. Interdependence: is the condition that arises when the actions of one state inluence events in another state. Liberalists believe that the usefulness of military power is lessening. Realists argue that military power is still highly sought after. A state can either act in its own interest and ensure a positive outcome for itself, or it can act in favor of both parties. There is punishment for any state who cheats or acts outside of the rules of the institution.
