If a region integrates, it won"t have anything to fight over. One state feels greater/better than the rest. Europe didn"t pay attention to borders, cultures and peoples. The units referred to have the same internal values, structure and functions as every other unit. What is the relationship between states and war. We can only answer this broad question is through theoretical assumptions. Everyone else is so radically different that we want to secure our own unique lifestyle. Can"t integrate because it leads to less power. Will integrate to gain power in order to exploit the rest of the powers within the integration (self-interest) Join the integration in order to look good (good reputation/self interest) to help cooperation. Could help weaker powers emerge as greater powers. Integrate as a self interest in order to avoid becoming a target. No matter how integrated we become, still that bias and self interest.
