Once naser al-din shah died, centralized authority got even weaker. When the new shah came many provinces stopped paying taxes. Growing dissatisfaction in iranian merchant class and people who have trouble buying things. Talked about various issues like: institutionalism, modern school, restricting royal authority. Could mean grassroots organizations or local city council established after constitution. Japan defeated russia; japan was the only constitutional power in asia. Russia was considered a despotic imperial power. For constitutionalists, this was an indication that a constitution would create a strong country. Also diverted russia"s attention from iranian politics. Other constitutional movements around the world, created a kind of global struggle. Saw iranian constitutionalist struggle as part of a larger struggle. Supported iranian constitutionalists by providing arms, intellectual support, and logistics support. Many workers went to baku as temporary seasonal workers. Governor of tehran tried to force iranian merchants to lower the price of sugar. They publicly punished these merchants, which angered many merchants.
