The republicans were led by thaddeus stevens, and charles sumner. However, some disagreed with the idea: wade-davis bill. The wade-davis bill was the reconstruction plan for the radicals. July 1864, but it was vetoed by president lincoln. The reason for this was because the bill made the president appoint a governor for each conquered state. Then if most of the population pledge allegiance to the union, then the governor can hold a constitutional convention. In this convention the people had to swear that they won"t bear arms against the united states. Then the states would abolish slavery, disfranchise military and civil leaders, and pay taxes after war.
