People following the rules set up president voted out voluntarily steps down from power. General tools of new democracies: legitimacy, representativeness. Depends on the electoral rule-depends on what people believe: efficiency in policy. Autocratic forms of rule have less incentive to introduce welfare goods-goods that benefit people rather than their cronies-low w versus high w: checks and balances. Always the fear that one branch will seize power from itself: restraints on new government. What parties are allowed?- e. g. no ethnic parties: ethnic issues, economic reform. Who are winners/losers in economic reform: former old regime personnel. Try people for the crimes: rule of law.
