Separate judicial system that is international in scope and practice. Pirates of the caribbean high value, low cargo were targets. Main cargos are fur- not a target. Iron ore valuable but super heavy and so not a target. Illegal activities happened in places that had lack of authority but no international waters on the great lakes so. Not high piracy on the great lakes. But not like caribbean because not as many vessels. North had a population advantage and could produce guns faster. Lake erie had confederacy prisoner of war camp. Uss michigan first iron built vessel 1841-1940s. Wanted to steal the vessel and bomb allow the shores of lake erie. But people knew of the plan and stopped it.
