Athenians fool the persians by telling them that they are starving and weak. Greek starts to take back their land. Repelled two invasions and defeated the great persians. Form delian link: greek alliance, lead by athens. Crack down on the pirates: voluntary, has to pay dues, it is successful, create huge trade zone, member dues build partheonon, goes from voluntary to mandatory, squashes rebellions, sparta is the most upset about this.
