Last ime we talked about how capital investments factor into the ecology of ishing. Garret hardin"s 1968 aricle about the tragedy of the commons. If a resource is held in common and users act raionally. Each user is damned if they do or don"t regulate. One way to get out of this situaion is to privaize resources. If someone owns a resource, they won"t ruin their own resource. The problem is that if one person owns a resource and others do not have access to that resource. The other way to avoid tragedy is clear rules and sif penalies for violaions. These types of regulaion are put together by the governments. But they do not apply to internaional waters because there is no government. It is in every common user"s best interest to not deplete the resource. Therefore there has to be consequences to the cheaing. Extensive data is essenial to managing the populaion.
