Native population were not good laborers because their population was declining (300,000 40,000) Used asian exclusion laws to deny citizenship. 1910, more than 40% of population and could not vote. Didn"t want japanese to have children on the island so they couldn"t become citizens. Citizenship gains and eliminated former labor stratification by nationality.
