Charter is only regulating when you are in relationship with the state. Charter does not apply to relationship between people, this is where ordinary law is employed. Even though they are created by the state through legislative means. Corporations that are privately owned are not bound by the charter. But corporations can exercise charter rights, meaning they can have their rights violated. But there are some other charter rights a corporation cant exercise because they don"t apply to them.
