There needs to be some method of social control whose point and purpose it to enact obedience to law. It is easy to imagine a race of creatures who are inclined to follow the law even though there were no penalties for not following the law. A race of people who have so thoroughly internalized the law that they don"t even need criminal sanctions. They would just do it because there are internal pressures. Punishment: harsh treatment of one kind or another. I wouldn"t be punishing you if you broke the law and i gave you a dozen cupcakes. Being fined the cost of the dozen cupcakes starts to approach punishment. Much punishments involves treatment that we like a whole lot less than being fined a small amount of money. Ordinarily it is wrong to take away somebody"s liberty for a certain period of time.
