King used defeated for slave labor, large building projects. Law was based on code of hamarabe but more brutal. Religion reflected military, convinced god wanted expansion of worshipers. Believed he should be the most worshiped. Staff grew so large that they had to keep conquering in order to compensate. Other militaries got better but neo assyrians got more brutal. Seen as the height of the persian empire.
