After the revolutionary war, states created a confederal form of government in which states had authority to govern themselves and the national government could only exercise limited powers. Problems arose though because the nation was facing an economic crisis and state laws interfered with the free flow of commerce so the nation got together and drafted the u. s. constitution. All other po(cid:449)e(cid:396)s a(cid:396)e (cid:862)(cid:396)ese(cid:396)(cid:448)ed(cid:863) to the state. The separation of powers: to make it difficult for national government to use its powers arbitrarily (illogically), the constitution divided the government into 3 branches of government. The legislative branch (makes the laws), executive branch (enforces the laws), and the judicial branch (interprets the laws). The legislative branch (congress) can enact a law, but the executive branch (president) has the constitutional authority to veto that law. The executive branch is responsible for foreign affairs, but treaties with foreign governments require advice and consent of the senate.
