Any discussion of a domestic or international movement away from the use of capital punishment must acknowledge the deliberate indifference of the u. s. Supreme court has restricted use of the death penalty to aggravated killings. State and federal governments have failed to reduce number of capital offenses. Trend is that black men receive harsher penalties than white men. Jurisdictions have not completely abandoned mandatory death sentencing. Death penalty jurisdictions have not substantially reduced the number of executions.
