Started leading in a positive (compared to washington) Voodoo: religion practiced by african descendants also called santeria. Voodoo placed large role in empowering masses to revolt. They didn"t want any refugees because they didn"t want the black revolution to be successful(which would promote revolution there in cuba aswell) Cuba tried to maintain its ratio so as to prevent uprising. France had to find a substitute for sugar(under napoleon) beet sugar . After the revolution they were a peasant based economy.
