Humans have the capacity to do good but are led astray by circumstances of fear and uncer- tainty. The reduction in fear and uncertainty would thus increase the chances for progress and devel- opment in the world: should lead to some kind of middle ground. Cooperation and consensus can contribute to progress and development: can lead to greater degrees of progress and development. An increase in interstate cooperation thus brings the best chances for development and peace: cooperation goes beyond states, the more states cooperate, the greater the chances for peace, stability, and smaller likelihood for war. Serves as a bridge of communication between states, both formally and informally: functions as neutral territory , aims to diffuse potential competing or conflicting issues, provides information and compromise. Increases the degrees of communication and cooperation between states beyond formal diplo- matic channels: waltz"s individual-level analysis.
