Ad hocracy- a flexible, adaptable, and informal organizational structure without bureaucratic policies or procedures. encourages innovation, improves image. Block grants- grants from the federal government that can be used for a wide variety of services. Categorical grants- funds that must be used for very specific purposes, have regulations and strings attached. Economies of scale- a proportionate saving in costs gained by an increased level of production. Federalist system-the idea that there is a national and local government. Layer cake model- envisions separate and distinct areas of authority between the levels of government, no level intrudes upon the others. Marble cake model- assumes that there are few distinct areas that are strictly national, state, or local per se, such as education. Picket fence model- characterized by close fiscal relationships among the various levels of government, as well as the recognition that public servants from all levels of government have similar policy concerns regardless of the level of government.
