Machiavelli does not advocate wholesale cruelty or a complete lack of generosity, it is possible for a prince to be too cruel. Anyone compelled to choose will find far greater security in being feared than loved. if the people hate you, you will not be consul. While running for counsel, he should of either hurt the people or scared the people.
