Effect of the human development report: the influence of the human development report has surpassed expectations on public policy discourse. About 100,000 copies of the study are now circulated in 13 languages. In most leading universities, the study has been prescribed as a text a tribute to its professional standard. It has been one of the most important studies in five years not just for governments, donors and international organizations, but even more so for the social movements, media and civil society organizations. It hasn"t hesitated to pose very plainly negative evidence. Rather of hiding them in abstract generalizations, it has opted to recognize unique country interactions both achievements and failures. It has quantified democratic progress and also tried to rate countries by political freedom for a brief time. To media studies most governments and their leaders abroad do not like being attacked.
