In archaic states, inhumane behavior was rewarded; the elitists scared the majority into following their rules. The context you put the person in, not the person, defines how the person behaves. The problem in an inhumane, brutal, dominance society is that the majority are split up by the minority. The democratic state shows us the more we cooperate, the more we all have. By pursuing democratization at a national level, we gain the tools to transform intuitions that have an effect on human welfare. Concentrations of wealth can seize the means of coercion and can disenfranchise the majority population. Societies either drive towards authoritarianism, which is a modern-day hierarchy, or drive towards democracy.
