Sargon (the first empire builder) gives crown land, or royal domains, instead of salary for generals and administrators. Continues to the ottoman empire at the end of 19th century. Fine tuned it for giving enough land for producing and training and maintaining himself and a few others. Sent soldiers for the army and did administrative work for free: problem= run out of land, but this becomes the source of growth. Strong men arise here and become local dynasties, and intermarry with tribal chiefs, eventually take power for themselves: the rise of islam in the early 7th century, 1630 ce. Massive conquest of persian empire and roman empire gives rise to the first muslim empire. Berber tribes 12th-13th centuries -- almoravid & almohad empires. Conquered spain in the 8th century and went all the way to southern france. Unified spain and north africa in these periods. Mongol tribes 13th-14th centuries mongol empire (genghis khan)
