Theorize: we want to study a large group (e. g. us population) Us census bureau fails to calculate the entire population, though they (arguably) have sufficient funds and have ten years between each survey impossible because of illegal immigrants, etc. It is more logical to say one can ask all students on syracuse university campus how they feel about ice cream.
