Liberals don"t believe in the realist theory that anarchy is inevitable. Do not see people as inherently peaceful, but see people as smart. Assumption: people are rational and understand their interests. Liberal institutionalism believes anarchy creates a security dilemma, but that will force states to find ways to negotiate agreements to avoid it. Liberals resist the idea of states as central or unitary rational actors. Believe cooperation and order are possible in international affairs, the world is contingent.
