Commission system voters = mayor = commissioners = independent agencies to run. Commission systems are nonpartisan election, no separation of powers. Commission systems was very popular, especially in texas, in larger regions. Commission system was very clean and transparent and accountability. In late 20"s many county governments began to take on things that looked like council managers, or strong mayor, the county began to look like the state. Direct democracy referendum (most common for bonds), initiative (citizens take the issue to the city, also known as a petition), and recall (election to remove an elected official from office) (forms of direct democracy) Civil service end of patronage, people could not just be appointed, it should be fixed jobs, job protection for people who were just in a different party, government employees should be working and not campaigning.
