Most influential people in state and local government. Influential in shaping the policies that actually happen. Agency heads people in general government (counties, cities, etc. ) that lead agencies. Specialists, in the middle not front line but not at the top. Mezzo level bureaucrats do have an effect on politics. Incentives or restrains are to their career or profession not to an elected career. Professional someone with specialized formal education, (not a craftsman or from a trade), master knowledge from a formal education, perform professional organizations (codes of ethics, licensing, etc. has a specific license. Professional"s loyalties should be first to the professional principles of their profession, professional is to serve, not to serve a client but to the idea of the principle. If professionals truly are towards their profession then there causes a divide. We think as the agencies as implementation and evaluation. Agency heads are also good at finding new policies and discussing them.
