Step 8: determine cutoff scores for performance levels (advanced, proficient, basic, had hypothesized below basic) Step 9: scores and results from the created tests are compared to other tests of similar measures. Test items must align with research and teaching standards (vary by state) Ex: if research and standards show 8th graders should be able to complete pre-algebra questions, they should be included in the math section of the 8th grade pssas.
