Covertly or overtly, resides in the policies, procedures, operations and culture of public or private institutions - reinforcing individual prejudices and being reinforced by them in turn. Promoted by the day-to-day practices, policies, and procedures of social institutions. Systematic social racism that is perpetuated by institutions vs. one person. Not the result of some bigot wanting to harm minority groups. Disparities that we see is a result of the people doing what they are supposed to be doing. Laws or procedures may not have been purposely created. Ex: no child left behind - has actually left a lot of kids behind (moved them up through the system, but when the kids get to college, they aren"t adequately prepared) Most kids impacted are inner city, african american students.
