2/16/17- the creation of the constitution, 1777-1789: the failings of the confederation. Congress created the articles of confederation in 1777. Congress was made a legitimate governing body. Did create a unified governing body, described as a league of friendship . No power to tax states and thus could not institute programs or get anything done. Congress had a lot of debts to pay. Economy struggled to recover from post-war depression. Anarchy was going to become reality and congress could get a grip on power and was losing control. James madison spent time reading about various governments all around the world. Tried to find a plan that would work for america. Members met in secrecy for 4 months and decided to make the constitution. All members supported a stronger national government, all rich, male, and young. Broad range of experiences that everyone brought to the table. Tried to find a way to make the constitution work for everyone.
