Most members of congress did not believe that there was going to be a communist revolution. They were in fact afraid of espionage fear of individual communists. This fear of communist becomes somewhat of an obsession. Involvement of the federal government: role of president truman. Truman is very concerned with how he looks politically he does not want to look. Soft to communists or this treat: loyalty-security program, 1947. If you are a federal employee, you will be investigated to see if you have any association, sympathies, favor, etc. to communists. The fbi does not think that any involvement was too small to dig up. If there was enough suspicion, you were expected to plead against that in a court of law. It was very hard to prove your innocence.
