Two instruments: general or preparatory plan, detailed development plan (behauungsplan, b-plan) General plan: us masterplan"s land use component. B-plan: design guidelines: a typical large german city has hundreds of b-plans, land use, bulk, density, design, and landscaping, not exactly zoning, has more detailed area-based rules. Designate permissible land uses: a large commercial facility (ex: ikea) not allowed in residential areas. Extensive form-based and density regulations: maximum building heights, site coverage, boundary conditions, build to line and building boundary, form regulation works to control the feasibility of land uses.
