Recognized the territorial state as the cornerstone of the international. Different levels of representation: ga: one vote, majority rule, sc: veto players, majority rule. Actions are represented thorough resolutions: general assembly resolutions. 2/3 majority vote (one vote per state: security council (5 permanent members, 19 members elected to 2 year terms) Procedural issues: 9 votes majority (no veto) Substantive issues: 9 votes majority with approval or abstention of p5 members. They provide a view of world opinion.
